Mobilization in Ukraine: who among men will be allowed to leave the country starting July 1.


Starting July 2025, new rules for men aged 18-60 regarding leaving the country have come into effect. Now, to cross the border, it is necessary to have a military registration document, which has become mandatory for everyone with legal grounds for departure.
When crossing the border, it is necessary to present a military ticket along with a passport. This document can be in paper or electronic form. Those who do not meet these requirements may be denied exit from the country.
Specifically, those eligible to leave the country include those conscripted during mobilization, recognized as unfit for military service for medical reasons, men with three or more dependent children, single parents, individuals with children under 18, and a husband (wife) on duty, as well as other categories specified by law.
For young men aged 18-25 who have served in the Armed Forces of Ukraine or intelligence but have not completed full military service, the procedures for leaving the country have been clarified. Conditions for crossing the border have also been simplified for humanitarian aid carriers, and new rules have been established for cultural workers, media, and other sectors.
As a result, new rules for leaving the country have been established for men aged 18 to 60, who are now required to have a military registration document for departure. Additional exit conditions exist for certain categories of individuals, such as those conscripted during mobilization, parents of three or more children, and others. Procedures for young men with service experience have also been clarified, as well as requirements for humanitarian aid carriers and workers in various fields have been simplified.
