For Homeowners of IDPs: What to Do When Internally Displaced Persons Want to Receive Subsidies.


New Developments in Providing Housing for Internally Displaced Persons
Housing recipients who have provided free accommodation for people displaced within the country under the 'Prykhystok' program can now participate in a new experimental project. According to the Decree of the Cabinet of Ministers of Ukraine dated October 25, 2024, No. 1225, a mechanism for providing subsidies for the payment of rental housing costs for internally displaced persons has been introduced.
The main feature of the new program is that landlords can receive compensation for personal income tax, a simplified tax, and military levy. It is important to note that simultaneous receipt of compensations under the 'Prykhystok' program and participation in the experimental project is impossible.
Procedure for Transitioning to the New System
To participate in the experimental project, homeowners need to take the following steps:
- Submit information to the Pension Fund of Ukraine about the termination of accommodation for people displaced within the country under the 'Prykhystok' program.
- Along with the internally displaced persons, submit an application for receiving a subsidy for housing rental.
- Sign a rental agreement at the service center of the Pension Fund or the administrative services center.
Online Document Processing
For the convenience of project participants, the possibility of concluding a rental agreement and submitting an application remotely via the electronic services portal of the Pension Fund of Ukraine has been introduced. To use the online service, both the tenant and the landlord must have an electronic signature.
