The Cabinet of Ministers approved the procedure for creating Centers for the preparation of citizens for national resistance

The Ministry of Defense, together with the Office of the President, developed the procedure for the establishment and functioning of Centers for the preparation of citizens for national resistance, which was approved by the Cabinet of Ministers.

This document defines how the Centers will be created and operate, as well as establishes the principles of their activities. The document also regulates the interaction of the Centers with government bodies, local self-government bodies, the Territorial Defense Forces of the Armed Forces of Ukraine, Special Operations Forces, and civil society institutions.

The creation of Centers aims to prepare the citizens of Ukraine for national resistance, to form patriotic consciousness, and to acquire the necessary knowledge and practical skills for the defense of Ukraine.

'The establishment of the network of National Resistance Centers is an important step to strengthen Ukraine's defense capabilities. This decision increases our resilience, and it will ensure that our citizens are ready to contribute to the country's security,' said Deputy Minister of Defense Lieutenant General Yevhen Moysyuk.

Centers will be established in regions and in the city of Kyiv in the form of communal institutions or enterprises. The idea for their creation will come from the heads of regional or city state administrations, and the decision to create them will be approved by regional councils.

To ensure the material and technical base of the Centers, funds from local budgets and other sources not prohibited by law will be used. This base will include training equipment, communication means, weapon models, training weapons, training complexes, and more.

The positions of instructors in the Centers will be filled by certified instructors, mainly veterans of the Armed Forces of Ukraine, and if necessary, servicemen of the Territorial Defense Forces and Special Operations Forces of the Armed Forces of Ukraine. Training programs of the Centers will be developed based on the standard programs of the Command of the Territorial Defense Forces of the Armed Forces of Ukraine, taking into account regional needs.
