The Migration Service has clarified the rules for exchanging passports in 2025: What Ukrainians need to know.


Ukrainians will be allowed to exchange their passports until the year 2025. According to the new requirements, the passport of a Ukrainian citizen remains the main document for obtaining various services in the country.
The exchange of the passport is mandatory when personal data changes, incorrect information is present, or a tax identification number is obtained. Additionally, if the passport is damaged and identity cannot be established or the data cannot be read, it must be replaced.
'The exchange of the passport is mandatory when its validity expires or when holders of passports from 1994 do not have a new photo affixed after the age of 25 or 45,' reported the Migration Service.
The process of passport exchange includes visiting the nearest DMS department, CNAP, or using the 'Diia' app. To obtain a new document, the old passport and a receipt for the administrative fee payment are required.
The cost of the service depends on the urgency of processing. For the standard procedure, which takes 20 working days, the total price is 558 Hryvnias, of which 126 Hryvnias is the administrative fee, and 432 Hryvnias is the cost of the form. Urgent processing within 10 working days costs 928 Hryvnias.
Special attention is given to homeless individuals who can submit documents through the territorial departments of the DMS or authorized registration centers at their place of residence. In case of loss or damage to the passport, a state fee of 34 Hryvnias must also be paid.
It is also known that Ukrainians who are abroad have changed rules for restoring their passports.
